Microsoft 365 Copilot is the first enterprise AI capability that a CISO will be asked to govern at true production scale, and the governance model differs meaningfully from the patterns most security teams have used for collaboration, endpoint, or cloud workloads. A CISO who approaches Copilot with the same controls used for OneDrive external sharing or Teams guest access will miss the most important risks and produce a policy that is either too loose to be safe or too tight to be used. This playbook is the operating model our consultants deliver to Fortune 500 CISOs to run Microsoft 365 Copilot safely in regulated environments.
The playbook is organized around the five control domains that matter most: data classification, DLP for Copilot responses, identity and access, audit and detection, and incident response. Each domain includes the specific Microsoft configurations we enforce, the minimum acceptable thresholds, and the most common implementation failures we observe.
Why Copilot Changes the Governance Equation
Traditional DLP controls intercept data at the boundary: an email being sent, a file being uploaded, a message being shared. Copilot breaks that model because the sensitive exposure can happen entirely inside the tenant, between two authenticated employees, during what looks like a normal productivity moment. A sales representative asks Copilot to summarize recent executive discussions and receives a summary that includes M&A pipeline data they should not see. No boundary was crossed. No file left the tenant. But the exposure is material, and if the representative uses that information, the organization may have an insider trading or regulatory issue on its hands.
This is the governance equation CISOs must solve: the controls must operate inside the tenant, must be aware of AI-mediated retrieval, and must detect exposures that are not visible to classical DLP.
Control Domain 1: Data Classification as the Foundation
Everything downstream of classification depends on classification being done. The hard truth is that most enterprise tenants have 60-80% of content unlabeled, which means downstream controls operate blindly. Before enabling Copilot broadly, the CISO must drive a classification remediation effort that achieves a minimum 80% coverage on all content repositories in scope.
The classification stack we deploy has four labels as a minimum:
- Public — intended for external disclosure
- Internal — shareable within the organization
- Confidential — restricted to a defined audience
- Highly Confidential — restricted to named individuals, with encryption
Auto-labeling policies in Microsoft Purview should be configured with trainable classifiers for each sensitive category relevant to the business. For healthcare, that means PHI. For finance, MNPI. For legal, privileged. For HR, PII. Auto-labeling runs on existing content and new content, and a targeted human review cadence catches false positives and false negatives.
Control Domain 2: DLP for Copilot Responses
Microsoft Purview introduced DLP policies that can evaluate Copilot responses and block or restrict sensitive information from being surfaced. This is the single most important control a CISO must deploy. The policy structure we use is:
Policy 1 — Block Highly Confidential in responses
Rule: If response contains content labeled Highly Confidential AND the requester is not in the authorized audience, block response and notify user.
Policy 2 — Warn on Confidential in responses
Rule: If response contains content labeled Confidential AND the requester is outside the originating department, show a policy tip and log the event.
Policy 3 — Block sensitive info types
Rule: If response contains SSN, credit card, or other regulated identifiers, redact the identifier and alert the CISO team.
Policy 4 — External identifier protection
Rule: If response contains M&A identifiers or project code names, block and require manual review.
Each policy should be deployed in audit mode first for at least two weeks, calibrated, then moved to enforce mode. The calibration step is critical. An overly aggressive policy that blocks legitimate work will destroy user trust in Copilot within days.
Control Domain 3: Identity and Access Boundaries
Copilot inherits the user's Microsoft 365 permissions. This means permission hygiene is a security control, not an operational hygiene nicety. The CISO must own, jointly with the IT leadership team, the remediation of three categories of permission sprawl:
- Overly broad SharePoint permissions (Everyone, Everyone except external, oversized groups)
- Inherited permission drift where child objects have permissions that no longer match intent
- Stale sharing links from years of accumulated use
We deploy a quarterly attestation workflow where every site owner must confirm or modify the permissions of their content. Sites failing attestation twice are moved to a restricted state.
Conditional Access policies for Copilot should enforce compliant devices and known locations for access to sensitive content. In practice, we require:
- Multi-factor authentication for all Copilot use
- Compliant or hybrid-joined device for access to Confidential or Highly Confidential data
- Session controls that prevent download on non-compliant devices
- Network location controls for privileged roles
Control Domain 4: Audit Logging and Detection
Copilot's audit telemetry is rich but requires explicit configuration. We enable the following baseline:
- Unified audit log ingestion at the tenant level
- Copilot-specific event subscriptions (CopilotInteraction, AIInteractionHistory)
- 365-day minimum retention (longer where regulation requires)
- Forwarding to Microsoft Sentinel or a SIEM of record
- Weekly anomaly review focused on volume, sensitivity, and unusual-hour patterns
Detection rules we recommend implementing in Sentinel:
- Rule 1: Alert on any Copilot interaction that retrieves content labeled Highly Confidential by a user not in the originating sensitivity boundary.
- Rule 2: Alert on rapid successive Copilot queries that retrieve content from multiple distinct business units within a short window (possible reconnaissance pattern).
- Rule 3: Alert on Copilot interactions originating from new geographies for privileged accounts.
- Rule 4: Alert on DLP policy trigger rates exceeding baseline by 2 standard deviations.
These rules must be tuned per tenant. Expect three to four weeks of tuning before the signal-to-noise ratio is acceptable.
Control Domain 5: Incident Response Integration
Copilot incidents require an updated IR playbook. Our clients use a five-step response pattern:
- Contain: Block the affected user from Copilot using Conditional Access exclusion, preserve session context, isolate the data in question.
- Assess: Query the audit log for the full scope of Copilot interactions by the user over the relevant window. Map all retrieved content to sensitivity labels.
- Notify: Engage legal, compliance, privacy, and if required, regulatory response. Time-to-notify clocks start the moment assessment completes.
- Remediate: Adjust permissions, labels, or DLP policies to prevent recurrence. Re-enable the user only after remediation is verified.
- Review: Within 30 days, produce a post-incident review that identifies the root cause and the systemic change required.
The CISO owns the playbook. The IT team owns execution. Legal owns notification. Governance council reviews monthly.
Operating Model and Accountability
Governance fails when nobody owns it. We install a Copilot Governance Council chaired by the CISO, with permanent members from IT, Compliance, Privacy, HR, and the Business Line AI Product Owner. The council meets monthly, reviews the previous month's metrics and incidents, approves policy changes, and chairs the annual Copilot audit.
The metrics the council owns are:
- Label coverage percentage by repository
- DLP policy match rates (trending)
- Number of restricted users in the previous period
- Mean time to detect/contain Copilot incidents
- Audit readiness score (a composite of logging coverage, retention, and evidence quality)
Common Implementation Failures
Across our client base, five failures recur:
- Skipping the classification foundation and going directly to DLP. Policies without labels fire false positives and desensitize users.
- Enforcing without calibration. Users hit policy walls on legitimate work and route around Copilot entirely.
- Siloed ownership where IT operates the technical controls, but the CISO has no signal. The first incident becomes the first conversation.
- Missing connector governance. DLP applied to Copilot but not to third-party plugins leaves a wide-open flank.
- No end-user transparency. Users who do not understand why a response was restricted assume the system is broken. Publish the policy principles in plain English on the intranet.
